CARB Refrigerant Management Program · California

Your refrigerant records and March 1 report, kept and filed.

For grocery stores, cold storage and food plants that handle their own refrigerant compliance. Your service contractor keeps fixing the equipment. We keep the registry, track leak rates and inspections, and file with CARB.

The rules

What CARB expects from a covered facility

The Refrigerant Management Program covers non-residential refrigeration systems holding more than 50 lb of a refrigerant with a global warming potential of 150 or more in one circuit.

Register each systemBy March 1 of the year after it starts operating, and again by March 1 after an ownership change.CARB RMP · R3 reporting system
Report every yearFacilities with a system of 200 lb or more file an annual report by March 1 for the prior year. Smaller facilities answer a CARB request within 60 days.Annual report · March 1
Inspect on scheduleSmall systems yearly, medium systems quarterly, large enclosed systems monthly unless automatic leak detection is installed. Inspect again after any add of 5 lb or 1% of charge, whichever is greater.Leak inspections
Repair leaks fast14 days to repair, with limited extensions. A failed repair requires a retrofit or retirement plan.Leak repair
Keep recordsService, leak, inspection and refrigerant purchase records, kept on site for at least 5 years.Recordkeeping
Pay the annual fee$370 per large facility and $170 per medium facility each year; small facilities pay nothing. Penalties can reach $11,710 per day per violation.Fees · H&S Code §38580

Grocery companies with 20 or more California stores also have company-wide refrigerant targets and a separate March 1 report. Source: CARB Refrigerant Management Program.

How it works

You send records. We keep you current.

  1. Send what you have

Equipment list, service tickets, refrigerant purchases and your R3 login or a third-party reporter invite.

  2. We build the registry

Every system with its charge, refrigerant, tier, inspection schedule and leak history.

  3. We track the year

Leak rates after every add, inspection due dates, and the 14-day repair clock, with reminders to you.

  4. We file by March 1

Registrations and the annual report, with a copy of everything for your 5-year records.

What we don't do
  • Repairs, leak checks with instruments, or refrigerant handling. Your EPA-certified service contractor does those.
  • Recommend or refer contractors, or quote equipment work.
  • Comfort air conditioning and chillers. Those aren't part of this program.
